Public Comment

Our goal is to have significant and ongoing public involvement in the transportation planning process. We encourage you to voice your ideas and opinions about specific actions or transportation issues at any time. A period for public comment is provided for the updates and major amendments to all of the primary transportation-planning projects for which Ozarks Transportation Organization is responsible. All comments received are documented and reviewed by staff, and responses are drafted for consideration by the appropriate committee.

Some example comments/questions to voice are:
What questions or concerns do you have about any of the projects proposed?
What information can you share in support of any of the projects?
What information do you have that may impact the scope, cost or schedule of any of these projects?
What other comments or questions do you have?

OTO believes citizen participation is key
to developing a sound and efficient transportation network that includes timely road, transit, bicycle, and pedestrian improvements to meet the diverse needs of your metropolitan area. 
What are your concerns?
What improvements would you like to see?
How can things change to be more efficient?

What do we do with your input?
All comments, opinions, or suggestions are presented to our Board of Directors to consider before they make any final decisions. Any funding cannot move forward without the OTO Board of Director’s approval.

Public Comment Announcement

Springfield, Mo - Ozarks Transportation Organization (OTO), the Springfield-area Metropolitan Planning Organization (MPO), announces a public comment period for the public to review and comment on a proposed amendment to the 2015 Unified Planning Work Program (UPWP).  The Unified Planning work Program is a listing of work to be undertaken by the OTO for the 2015 fiscal year which runs from July 1, 2014 to June 30, 2015.  To be eligible for federal funds, a project must be included in the UPWP.

The amendment will be available for review at the Ozarks Transportation Organization offices and at ozarkstransportation.org.  Comments may be submitted in writing to Ozarks Transportation Organization, 205 Park Central East, Suite 205, Springfield, MO 65806, emailed to comment@ozarkstransportation.org or faxed to 417-862-6013.  The Amendment packet is also attached in this email press release.

The public comment period will begin on August 4, 2014 and end on August 20, 2014.  After reviewing recommendations and public comments, the OTO Board of Directors will decide whether to formally adopt the amendments at the August 21, 2014 meeting at 205 Park Central East, Holland Building, Suite 205, Springfield, MO. 

The following change has been requested:

Addition for the remaining Travel Demand Model Contract in the amount of $40,635.

Springfield, Mo - Ozarks Transportation Organization (OTO), the Springfield-area Metropolitan Planning Organization (MPO), announces their FY 2015 Disadvantaged Business Enterprise (DBE) program. The DBE and public comment period extends through August 30, 2014. You may view the program at our office located at 205 Park Central East, Suite 205, on our website home page at www.ozarkstransportation.org or by visiting the Springfield-Greene County Library Center at 4653 South Campbell Avenue. Comments can be faxed to 417-862-6013, emailed to comment@ozarkstransportation.org, or mailed to Ozarks Transportation Organization, 205 Park Central East, Suite 205, Springfield, MO 65806.

The DBE program will be a guiding policy for the Ozarks Transportation Organization (OTO) ensuring that all businesses have equal opportunity to receive and participate in USDOT-assisted contracts awarded by the OTO.  If no comments or changes are made to this DBE program as proposed it will be the final program.  All comments will be presented to the Board of Directors on October 16, where formal adoption will be decided.

Ozarks Transportation Organization (OTO), the Springfield-area Metropolitan Planning Organization (MPO), announces their FY 2015 - 2018 Transportation Improvement Program (TIP) public comment period, extending through August 20, 2014.  The current TIP draft is posted online now, and a hard copy is available at the OTO offices, the City Utilities Transit Office, 1505 Boonville Ave., and the Springfield-Greene County Library Center, 4653 South Campbell.  Comments can be faxed to 417-862-6013, emailed to comment@ozarkstransportation.org, or mailed to Ozarks Transportation Organization, 205 Park Central East, Suite 205, Springfield, MO 65806.  The information gathered will be presented to the Board of Directors on August 21, where formal adoption will be decided.

The TIP is a schedule of transportation improvements planned over the next four years by all of OTO’s member jurisdictions, Missouri Department of Transportation (MoDOT), and City Utilities.  To be eligible for federal funds, a project must be included in the TIP.  This public notice of public involvement activities and time established for public review and comment on the TIP will satisfy the program-of-projects requirements of the Urbanized Area Formula Program, which makes Federal resources available to urbanized areas and for transportation-related planning.  If no comments or changes are made to this TIP, the program as proposed will be the final program.
