Public Participation Plan
We at the OTO want to learn from your experiences to make the best transportation decisions possible. We know that our decisions affect the future of all those who live, work, and play in our region. Therefore, we are committed to understanding the diverse transportation needs, concerns, and ideas of the community about what we need to change and improve. Your input is very important to us.
As the federally designated MPO for the Springfield metro area, the OTO is required to adopt and maintain a plan for public participation. The Public Participation Plan (PPP) is the documented process for providing individuals, public agencies, and other interested parties with a reasonable opportunity to be involved in the transportation planning process. The PPP is updated every three years to ensure that we are doing our best to reach and engage the communities we serve.

The OTO is currently updating the PPP and the draft plan is out for public review:

The public comment period will end at 5pm on July 13, 2026. Comments received will be reviewed and incorporated where appropriate before the plan is presented to OTO Board of Directors for adoption, which is scheduled for July 16, 2026.
