The Plan documents how the OTO will provide for public involvement on plans and policies at key decision points in the regional transportation planning process. As the federally designated MPO for the Springfield metro area, the OTO is required to maintain a public participation plan. The Plan also includes survey results and performance measures to identify the most effective ways to reach out to all interested parties and improve community engagement.

All individuals and organizations with an interest in transportation are encouraged to provide input on the Plan, especially members of under-represented groups including individuals with disabilities, lower income persons, and minority populations.
