Press Release: OTO has Updated the Congestion Management Process (CMP)

The Ozarks Transportation Organization is pleased to announce the introduction of a new tool for evaluating congestion in the Springfield metropolitan region. The OTO has updated the Congestion Management Process (CMP) from a periodic PDF report to an interactive, map-based web application. The application provides dashboards, maps, lists, and charts showing congestion measures and trends over the past ten years, along with tools for before-and-after evaluation of congestion mitigation strategies.
This new interactive tool will be presented to the OTO Board of Directors at their meeting noon on September 17, 2026. At this meeting, the Board will review and consider approving the revised Congestion Management Process for future evaluation.
