Federal Functional Classification Change Request Packet
A change has been proposed to the federal functional classification. The Federal Functional Classification System designates Federal Aid Highways, which are eligible for federal funding. The functional classification should match how the roadway is currently used. Roadways must have a minimum classification of Collector to be eligible for federal funding.
The following information is a summary of the submitted application materials.
The City of Willard has requested the following changes to the federal functional classification system. The application is included.
Roadway Name –Willey St
Current Functional Classification – Local
Requested Functional
Classification – Major Collector
Major Thoroughfare Plan – Collector/ Future Collector
Reasoning – The Roadway classification should be revised to add a needed connection to adjust traffic flow to established connectors. Per the application:
This is a future road that will be a critical tie between HWY AB, HWY Z and HWY O in Willard. It would also allow for bus traffic to bypass the downtown area to take and return students. This would greatly reduce the congestion and traffic felt in old town Willard. This addition would be about 900 feet of new roadway.

The public comment period will end at 5 pm on September 16, 2026. After reviewing recommendations and public comments, the OTO Board of Directors will decide whether to formally adopt the changes at its regularly scheduled meeting on September 17, 2026, at noon, at 2208 W Chesterfield Blvd., Suite 101, Springfield, MO 65807.
