Public Comment Period: Program Management Plan
The Ozarks Transportation Organization is seeking public input on an update to its Program Management Plan for the Section 5310: Enhancing Mobility for Seniors and Individuals with Disabilities grant program. The Program Management Plan (PMP) outlines how the grant program is administered. This includes who is eligible to apply, what projects are eligible for funding, and how the application process works.
Changes in this update include the addition of a definitions section to improve clarity and consistency of terminology, as well as updated federal references and guidance. The revised plan also clarifies the roles and responsibilities of the Ozarks Transportation Organization (OTO) and City Utilities (CU) Transit as designated recipients, including a clearer distinction between funding administered by each entity and the process if CU Transit elects not to utilize its allocation. Additionally, the project selection process has been updated for OTO administered funding to allow the Local Coordinating Board for Transit to establish selection criteria for each call for projects based on the current Transit Coordination Plan, providing greater flexibility and alignment with regional priorities.

The public comment period will end at 5pm on May 13, 2026. The OTO Local Coordinating Board for Transit will review the updated Program Management Plan at their May 14, 2026, Meeting, held at 3:00 pm at 2208 W. Chesterfield Boulevard, Suite 101, Springfield, Missouri. After reviewing recommendations and entertaining public comment, the Executive Director of the OTO is authorized to approve the updated Program Management Plan.
